Environmental justice and civil rights

Environmental justice combines two areas of intense controversy: civil rights and consideration of environmental risks and benefits. Although the idea of environmental justice is not new, figuring out how to implement it in practical policy has proceeded in a halting way, in part due to controversies in both environmental risk assessment and civil rights enforcement.
